On May 4, 2016 a contingent of 15 CSEA Members and staff joined with other NAEA Fly-In Day participants to promote sound tax policy and the Enrolled Agent designation at our nation’s Capital. California participants included:

Karen Brosi, EA, CFP
Luis Carreras, EA, ATA
Catherine Clow, EA
Margaret Dunn, EA
Jeanette Hall, EA
Thomas Harnett, EA
Farid Kanji, EA
Patricia Kappen, EA
Jean Nelsen, EA
Gloria Pearson, EA
Douglas Pickford, EA
Geoff Plourde, EA, CPA
Craig Smith, EA, USTCP
Scarlett Vanyi, CAE
James Wright, Jr., EA, ATA

The California contingent met with legislative aides from the offices of Senator Barbara Boxer, Congresswoman Julia Brownley, Congresswoman Anna Eshoo, Congressman Sam Farr, Senator Dianne Feinstein, Congressman Jared Huffman, Congressman Stephen Knight, Congressman Doug LaMalfa, Congressman Tom McClintock, Congresswoman Grace Napolitano, Congressman Dana Rohrbacher, Congresswoman Jackie Speier, Congressman Mike Thompson and Congresswoman Mimi Walters.

The Fly-In Day legislative meetings focused on three major issues:

  • IRS’s Proposed User Fee Increases on Special Enrollment Examination (SEE) Exam Test Takers – Legislators were asked to sign on to Congressman Charles Boustany’s letter to IRS Commissioner Koskinen requesting that the IRS delay implementation of the fee increase for the SEE, and urging the IRS to keep any fee increase as low as possible.
  • Taxpayer Representation in IRS Future State – The IRS must treat taxpayers and taxpayer representatives equally, rather than create taxpayer-only portals now and promise practitioner access at some future date.
  • Minimum Standards for Return Preparers – The IRS should have the authority to establish a meaningful preparer oversight program, and Legislators were asked to Support the Taxpayer Protection and Preparer Proficiency Act of 2015 (S. 137) or the Taxpayer Rights Act of 2015 (H.R. 4128).
